Lot #1This is not a new contract opportunity, but rather a VEAT notice to inform the market…

This is not a new contract opportunity, but rather a VEAT notice to inform the market that the Contracting Authority is seeking to extend its existing contracts for Mental Health Supported Living Services which were originally awarded between January and August 2020 and are due to expire on either 31 March 2025, 30 April 2025, 31 May 2025 and 30 September 2025.

The extension periods will range between six and twelve months co-aligning end dates to 31 March 2026.

The Contracting Authority is currently undergoing thorough engagement with key stakeholders, including residents, to redesign the service as well as engaging with the market on its proposals in anticipation of a full competitive process in Spring/Summer 2025. These limited extensions are required to ensure the Contracting Authority meets its legal and statutory duties under the Care Act (2014) and Section 117 of the Mental Health Act (1983), until such time that the successful contractors take responsibilities for these services under the new longer term contracts.

Published justification

This VEAT notice relates to modifications to seven contracts originally awarded between January and August 2020. The proposed extensions are based on substantively the existing terms and conditions and does not render the contracts materially different in character as the same services are being provided. The Contracting Authority does not consider that if the contracts had originally been advertised to include these extensions that it would have attracted any different participants or candidates or that the outcome of the original procurements would have been any different.

Publisher note: Please note this is a Voluntary ex Ante Transparency Notice and these contract variations have not been signed. The Contracting Authority is implementing a 10-day standstill period between notifying the decision and confirming the award. Subject to the Contracting Authority receiving no notice of any intention to legally challenge the process, the Contracting Authority aims to execute the contract variations following the standstill period.
