Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: FLS conducted market research and deemed the Scottish Government Software Value Added Re-seller (SVAR), Contract Reference – NP5016/17 as the most appropriate. This route aligned with FLS requirements. The incumbent supplier had entered into liquidation which considerably affected FLS timescales. The SVAR framework enabled a quick and compliant route to market allowing FLS to start implementation of a new system swiftly.
