Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: The contract was awarded under the Crown Commercial Service (CCS) G-Cloud 14 Framework(RM1557.14), Lot 3 Cloud Support. The Framework was established following a compliant procurement process and permits contracting authorities to award call-off contracts using the G-Cloud Contract Award Service. Trinity House undertook a structured search of supplier services available through the Framework and identified potential suppliers capable of meeting its requirements. A longlist of suppliers was reviewed against the Authority's requirements and reduced to a shortlist of suppliers whose published service offerings most closely aligned with the requirement. The shortlisted suppliers were evaluated using their published service descriptions, supporting documentation and framework pricing information. The contract was awarded in accordance with the terms of the Framework to the supplier assessed as providing the most advantageous combination of quality,capability and value for money. No separate advertisement or procurement procedure was required as the award was made through an established framework agreement.
