Holiday Activities with Food Schemes Register
Authority: Hampshire County Council (Local council)
What is being bought
Published requirement descriptionHampshire County Council is seeking to establish a register of suppliers for the provision of funded Holiday Activities and Food Schemes (HAF). Once established the Council will then use the register to secure suitable suppliers to provide Holiday Activities and Food (HAF) schemes across Hampshire. This will replace to the current Holiday Actives with Food Schemes Framework which expires at the end of June 2027
The Holiday Activities and Food (HAF) Programme is a Department for Education (DfE) funded programme designed to deliver healthy free holiday activities for benefits-eligible Free School Meal children across the school holidays.
School holidays can be pressure points for some families because of increased costs (e.g. food and childcare) and reduced incomes. For some children that can lead to a holiday experience gap, with children from disadvantaged families: less likely to access organised out-of-school activities; more likely to experience ‘unhealthy holidays’ in terms of nutrition and physical health; and more likely to experience social isolation.
The HAF Programme is targeted towards children and young people who attend school, aged 4-16, in receipt of benefits-related free school meals. The county currently has approximately 37,000 eligible children (subject to change).
The Council is looking to work with multiple suppliers to ensure a range of activities in each district and that eligible children can access a local scheme
Hampshire County Council require providers to have high regard to safeguarding and all bidders will be required to evidence compliance with robust safeguarding practices. The Local Authority also requires providers to have high regard to access and inclusion and bidders must be able to evidence that they have robust policies and inclusive practice in place.

How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.
i
How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered.
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners were registered in the region where that award was delivered.
i
How long buyers here take to decide after bids close.
Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 9 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
Both shares are minimums: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Missing bid counts may hide more single-bid awards. This share is a minimum.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

- The type and nature of different 'lots' / services
- The provision of food
- Payment terms and arrangements
- Set out new national procurement requirements and explain the planned procurement process.
- Articulate the critical dates for submissions
- Identify areas requiring further clarity or answers
The session will last up to 90 minutes.
The session will start at midday on Tuesday the 10th November and be held via MS Teams.
Suppliers wishing to attend should register (if not already registered) on the Council's e-tendering platform, In-tend (in-tendhost.co.uk/hampshire/aspx/Home ↗) and 'Express Interest' against the project 'CS28672 Holiday Activities with Food Schemes Register'.
