Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: At procurement launch (February 2021) the estimated contract value fell below the PCR2015 threshold for Works contracts; £4,733,252. The LLDC used a market engagement exercise to select a shortlist of companies to tender.
