Housing Insecurity and Hidden Homelessness
Authority: Scottish Government (Central government)
What is being bought
Published requirement descriptionThe overarching aim of this research is to reach a better understanding of those people who are homeless, at imminent risk of homelessness or who face housing insecurity but do not appear in Scotland’s official figures. This includes people who do not approach their local authority for help; people who approach their local authority but do not get a response that meets their needs; those who find alternative solutions; or those who do not see themselves as homeless. An improved understanding of the different routes into and out of homelessness will help us address gaps in provision and make Scotland’s homelessness system more responsive to people’s needs.

We envisage this research being conducted in several stages but we would also like suppliers to include ideas and detail about how they would conduct the research fieldwork and ensure the quality of data analysis and reporting outputs. The first stage should include a review of existing evidence on hidden homelessness in Scotland. The second stage would be qualitative and/or participatory research, engaging with people with lived experience of housing insecurity and hidden homelessness, as well as public and third sector organisations with access to and knowledge of people with lived or frontline experience of housing insecurity and hidden homelessness to better understand the Scottish context.

Published award criteria (2)
- quality: 70
- Price: 30
- Price carries 30 of 100 points: a 10% discount moves about 3 points. The method statement decides this lot, not the discount.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
