Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: The Services have been procured via YPO framework - Apprenticeships and Associated Training - 833. The framework allows for a Direct Award of Contract, and this option has been utilised by Hull City Council. Due to this there is no requirement to submit any prior publication, but there is a requirement to publish contract award notices.
