Why no open competition

The works, supplies or services can be provided only by a particular economic operator due to absence of competition for technical reasons

Published justification

This contract has been awarded without prior publication in reliance on Regulation 33(1)(b)(ii) of the Public Contracts (Scotland) Regulations 2015. The services can only be supplied by the contractor because competition is absent for technical reasons. Those technical reasons include specialist knowledge and issues pertaining to the transfer of IT software and support functions.
