Published requirement description

HealthTrust Europe is establishing a framework agreement for the provision of Linen and Laundry Services, available for use by NHS bodies, independent healthcare providers and the wider public sector across the UK. The framework is designed to give Participating Authorities flexible routes to market, ranging from a fully outsourced managed service to the individual elements of linen and laundry provision. This includes laundering of customer-owned items, linen hire and asset management, specialist sterile and cleanroom textile services, the outright purchase of linen and textiles, and the lease or purchase of laundry equipment. The framework is split into the following Lots:

Lot 1 - Total Linen & Laundry Managed Service

Full end-to-end managed service; Supplier takes on the linen and laundry function, supplying, processing, managing, distributing, and reporting on all activity. Tenderers wishing to be considered under this Lot must demonstrate the capability to comprehensively manage the services specified for both Lot 2 and Lot 3, as well as any additional services included within Lots 4 and Lot 5.

Lot 2 - Linen Laundering Services

Off-site collection, washing, finishing, and return of customer-owned linen, garments, and textiles. The Participating Authority provides items; the supplier processes and returns them.

Lot 3 – Linen Hire & Asset Management

Supplier-owned linen provided on hire, with full processing, inventory management, lifecycle management, and linen loss management included. Also, as a supplementary service, the ability to manage workwear uniform programmes and automated scrub dispensing systems. Suppliers who can deliver these solutions are encouraged to highlight their capabilities and experience in these areas as part of their tender submission.

Lot 4 - Sterile Theatre Textiles

Provision of specialist laundry processing and linen services for CE-marked barrier theatre textiles, sterile gowns, sterile packs, and surgical drapes. Suppliers must hold BS EN 14065:2016 and BS EN ISO 13485:2016 accreditation and applicable medical device standards.

Lot 5 - Specialist Cleanroom Textiles

Provision of specialist laundry processing and supply services for cleanroom garments and controlled-environment textiles processed to ISO 14644 and EN 14065 standards for pharmaceutical, life sciences, and research environments. Primary public sector bodies: pharmaceutical, life sciences, and research.

Lot 6 - Linen & Textile Purchase

Outright purchase of new linen, garments, and textile items for capital stock, facility fit-out, or periodic stock replenishment. No laundering or managed service included.

Lot 7A - Commercial Laundry Equipment

Provision (via lease) of commercial laundry equipment, with the additional option for customers to acquire permanent ownership at the conclusion of the lease term. The service also includes full installation and ongoing maintenance support.

Lot 7B - Industrial Laundry Equipment

Outright acquisition of industrial laundry machinery, allowing organisations to purchase new equipment for their facilities as capital assets. This option is suitable for facility fit outs, or periodic replacement and replenishment of existing stock. The purchase does not include any laundering, processing, or ongoing managed services; it is solely for the supply and delivery of the machinery itself.

Published description of the framework

The Framework Agreement operates as a multi-supplier open framework. Participating Authorities will generally award call-off contracts through further competition amongst the suppliers appointed to the relevant lot(s). Further competitions may assess quality, price and other contract-specific requirements in accordance with the call-off documentation. Pricing will be determined through supplier submissions at further competition stage and/or framework pricing schedules where applicable. Award without compeititon may also be used where permitted under the Framework Agreement and where the Participating Authority considers this to be the most appropriate route. Suppliers may apply to join the framework at advertised reopening points throughout its term.

What this means for your bid
  • Price carries 30 of 100 points: a 10% discount moves about 3 points. The method statement decides this lot, not the discount.
  • “Linen and Laundry Services Tender Notice” is a framework: the contest is a place on its panel, not a single contract: call-offs may be direct or by further competition.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
