Published requirement description

Provision of Linen and Laundry Services for NHS Trusts within Lancashire and South Cumbria.

The Contracting Authorities are seeking a supplier or suppliers to provide comprehensive linen and laundry services across acute, community and specialist healthcare sites. The services will include the supply, laundering, decontamination, stock management, logistics, delivery, collection and distribution of healthcare linen in accordance with HTM 01-04 and all relevant infection prevention and control requirements.

The procurement is structured into multiple Lots and will accommodate a range of service delivery models, including Trust-Managed, Fully Managed and Supply Only solutions. The contract will support multiple NHS Trusts and sites across Lancashire and South Cumria, with flexibility to implement different service models at Trust or site level.

The appointed supplier(s) will be required to deliver safe, reliable and resilient services, maintain agreed stock levels, support business continuity requirements, provide performance reporting and governance arrangements, and contribute to sustainability, social value and net zero objectives. Services must ensure continuity of supply for critical healthcare environments including acute hospital, maternity, emergency, theatre and community settings.

  • The authority expects to re-tender this requirement around 28 Sept 2030, 23:59 BST.
  • How the procedure runs: This procurement is being conducted using the Competitive Flexible Procedure under the Procurement Act 2023. The procedure is designed to enable the Authority to evaluate a range of service delivery models, including Trust Managed, Fully Managed, Supply Only and Hybrid arrangements, and to identify the Most Advantageous Tender. The procedure will consist of a two-stage evaluation process comprising a written tender submission followed by a presentation and demonstration stage to validate bidders' proposed service delivery solutions, operational resilience, mobilisation approach and contract management arrangements.
  • No preliminary market engagement: The Authority did not publish a UK2 Planned Procurement Notice prior to commencing this procurement. The procurement is being undertaken in accordance with the Procurement Act 2023 and the Authority has elected to proceed directly to publication of the UK3 & UK4 tender notice.

What it takes to win
i

How this buyer will score bids.

The evaluation criteria and weights exactly as published on the notice, grouped by family (price, quality, social value and so on).

Evaluation split and conditions of participation as published; the tender pack may add more

No conditions of participation were published on the notice; check the tender documents.

What this means for your bid
  • Price carries 40 points on every lot: a 10% discount moves about 4 points.
  • Turnover usually expected: about £807,140 – ~£6,190,489 per lot (twice each lot's annual value).

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

How the contest usually goes

Winner shares use published awards; bid and price charts use contested lots.

Question for the bidWhat to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: 9 of 12 known-size awards · market: CPV 9831 · North West England (authority’s region), n=8

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in North West England (authority’s region).

A local branch does not count if the registered address is elsewhere.

How long to a decision?

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

The market share is a minimum: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

How it runs

This procurement is being conducted using the Competitive Flexible Procedure under the Procurement Act 2023.
