Stage 2 will comprise an Invitation to Tender (ITT), during which shortlisted suppliers will submit detailed tender responses against quality questions, which will assess technical delivery and approach, and social value. Bidders who are invited to Stage 2 of the competition will also be required to submit a commercial rate card. Clarification questions will be permitted during both stages of the procurement process. The Department reserves the right to amend award criteria as necessary, in accordance with Procurement Act 2023 regulations.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

How it runs

The procurement will be conducted using a two-stage Competitive Flexible Procedure. Stage 1 will comprise a Procurement Specific Questionnaire (PSQ), including pass/fail conditions of participation and scored assessment criteria relating to supplier experience and technical capability. The five highest-ranked suppliers will be shortlisted and invited to Stage 2 – a tie-break mechanism is specified in the DOC_001 PSQ Information and Guidance document where suppliers are tied for 5th place (this document can be found in the ssq).
