Tenderers that pass the initial assessment will have their initial tender evaluated. Following the evaluation of initial tenders, the Council reserves the right to award the contract on the basis of the initial tenders without negotiation. Alternatively, tenderers will be invited to a negotiation meeting to discuss their proposal. Following this they will submit a final tender.

- Shortlisting
- The procurement will include an initial assessment of the tenderer’s capacity and capability to deliver the contract. This will be done on a pass/fail basis and will include consideration of the tenderer’s experience, health and safety, and equal opportunities. Tenders which do not demonstrate sufficient capacity to deliver the services will be eliminated from the process.
- Price carries 30 points on every lot: a 10% discount moves about 3 points.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
