Extreme urgency brought about by events unforeseeable for the contracting authority/entity and in accordance with the strict conditions stated in the directive

Following the unforeseen notice of termination from the current provider (6 months), there was insufficient time to conduct a competitive process without risking a gap in essential primary care services. This would pose serious risks to patients in accessing primary and in turn secondary care services.
