Contract Commencement
Contract start date will be 1st April 2027 for the following schools;
Alsop High School
Great Sankey High School
With the remaining schools joining from 1st August 2027.
Bradshaw Primary School
Burtonwood Community Primary School
Chapelford Village Primary School
Park Road Community Primary School
Westbrook Old Hall Primary School
Initial Term: 3 years (with 2 optional one-year extensions). The initial contract will end for all schools on 31 March 2030
Financial Model: Guaranteed fixed cost model: Defined annual labour costs, operation overheads and management fees.
It is the intention of the Trust to appoint a single contractor in order to maximise the benefits for all parties.
The quality of the service and the proposed budget for the second year April 2028, will be reviewed three months before the expiry of the first twelve months.
The key aims of the tender are to:
Provide a high standard of cleaning
Deliver the cleaning services with consistency - good quality assurance systems in place
Good communication at local and operations manager level with the Trust - two-way communication with a single point of contact.
Daily interaction with the School representative at each site
Develop an effective method of handing over any special needs and comments on a daily basis
A Contractor that adopts a flexible and proactive approach to all Trust activities.
Cleaners to work the hours that best suit the needs of the School and maximise the work completed
A Contractor that operates using the optimum level of staffing.
Training and development of the teams at the School
The Trust work to provide the students with the very best experiences they can. The quality of the environment in which they all work together is very important to us. The cleanliness and good order of the classrooms, corridors and other areas of the Trust impacts upon the teaching and learning that goes within the Trust. The Trust expectations are high, and they are looking for a cleaning contractor who has the same aims and aspirations as we do. They do seek value for money but that does not mean they will choose the cheapest quote possible. They are seeking a partner who will be willing to undertake extra work and be flexible in approach when dealing with certain key events in our year.
- Not divided into lots: The Trust wish for a single point of contract to manage cleaning services across the schools- this is to save time and gain economies in scale and shared resource.
- No preliminary market engagement: Pipeline notice posted in August 26. Organisations have made contact to express interest.
CPV: School cleaning services

- Price carries 35 of 100 points: a 10% discount moves about 3.5 points. The method statement decides this lot, not the discount.
- “Omega Multi-Academy Trust Cleaning Services Tender” is a framework: the contest is a place on its panel, not a single contract.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
