Why no open competition: Extreme urgency brought about by events unforeseeable for the contracting authority/entity and in accordance with the strict conditions stated in the directive
Published justification: It had been expected that the well-publicised and proposed Digital Office/SXL framework for Local Authorities would be available in time for a timely award of a contract when our current one ended but the late notice of this being “put on hold” left insufficient time for a tendering process to be carried out.
