The Agency will be expected to support and deliver strategic communications, a full media service supporting the development and issuing of materials, determining best channels and publications, building media relations, narrative development, identifying media opportunities in the broadest form, supporting spokespeople with training, briefing and preparation, crisis support, developing thought leadership capabilities, relevant stakeholder engagement, and campaign management, with a strong emphasis on sector expertise, performance measurement, and governance. We will look to our agency for horizon scanning and knowledge sharing to guide and inform us on best practice, new channels and approaches and the external climate/market.

We appointed a single service provider to deliver PR and related Agency Services.

The contract will be for an initial term of 2 (two) years with optional extensions to take the maximum possible term to 8 (eight) years.

  • How the procedure runs: This procurement will follow a three‑stage Competitive Flexible Procedure. Stage 1 (Conditions of Participation) will assess supplier eligibility and capability through a PSQ to produce a shortlist. Stage 2 (Invitation to Tender) will require shortlisted suppliers to submit full tenders, supported by clarification and negotiation as needed. Stage 3 (Presentations) will invite the highest‑scoring suppliers to present their proposals before final evaluation. Following completion of all three stages, we will select the successful supplier. This is not a call for competition.

This notice is intended to alert potential suppliers of the opportunity to take part in the pre-market engagement for the PPF's PR Agency re-procurement and direct them to a short questionnaire as part of our pre-tender market engagement.

The PPF's contract for PR Agency services is set to expire in November 2025. We are seeking to engage PR agencies to assist us in exploring our options.

The Request for Information (RFI) engagement will be conducted on the PPFs e-procurement portal at: ppf.bravosolution.co.uk/web/login.html ↗

This RFI will provide feedback and evidence to support the procurement strategy.
