Published requirement description

A Professional Services Framework to assist officers in their work of providing a capital works and building maintenance service to schools. The framework is intended to provide a contingent professional advice service should funding should be available from e.g. the Department for Education for school capital works.

The framework is to provide a top up capacity to the work of officers and so is optional expenditure. Suppliers will have to re- price every year in a competitive environment to keep prices sharp. The option of not procuring this framework does not exist as there is insufficient officer resource to deliver the entire programme in- house. Demand is too uncertain for the Council to commit to a long- term service contract.

The client team anticipates that the capital programme will have a value of £100 million per year. It is anticipated that the in-house team would provide professional support to 75% of the programme. This would mean that external providers would support work to the value of £25 million per year or £100 million over the 4- year life of the framework.

How this framework works

From the published notice
Type
Closed framework
Call-offs
every call-off is a further competition among the appointed suppliers
Framework period
4 yrs from 1 Feb 2027
Published description of the framework

Lots 1 and 2 will have 6 appointed suppliers to each. Work on these lots will be awarded solely through mini competition and the firms will have to propose a detailed supply chain in each mini competition return they make.

Lots 3 to 11, it is proposed to appoint 6 Service Providers to each lot, with the most advantageous tender being the top ranked supplier in each lot. Officers would give the first offer of the work to the most advantageous tenderer for a particular lot, and should

they be unable to take the work it would be offered to the second most advantageous tenderer and so on. On the anniversary date of the Framework, suppliers shall have the opportunity to re- price for the lots they have been appointed to. This will be a competitive scenario, and the rankings may change dependant on the pricing review.

  • Social Value
What this means for your bid
  • Price carries 50 of 100 points: a 10% discount moves about 5 points. This one is won on the number: sharpen the price before polishing the prose.
  • “Professional Services Framework” is a framework: the contest is a place on its panel, not a single contract: each call-off is a further competition, so the pricing contest starts after appointment.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

Question for the bid
This buyerLancashire County Council · all categories
What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: 50 of 75 known-size awards · market: CPV 7131 · North West England, n=52
67%44%

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in North West England.

A local branch does not count if the registered address is elsewhere.

Most of this buyer’s recorded winners were registered in the region where that award was delivered.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

Both shares are minimums: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

On a framework or DPS, prices are agreed when work is called off.

Past prices are a guide, not a bid price.

About this data
  • Source. Official UK public procurement notices (Find a Tender and Contracts Finder), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly. Contracts Finder appears in live search, the Retender Radar, contract pages, organisation counts and the buyer's decision figure; the other analytical figures are built from Find a Tender notices.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
