Published description of the framework
This Open Framework is defined as a procurement where any supplier who feels they meet the requirements in the specification can submit a bid.
It's a single stage process with no prequalification requirements
Supplier questions on any aspect of the bid are handled in the clarification period only. This may result in updated information from the authority or adjusted tender documents.
Bids must be sent via the nominated tendering portal by the specified time and date.
All submissions will be checked for completeness, any clarifications on supplier's bids raised with them, and then those assessed as compliant will be evaluated.
Up to the 15 bidders will be accepted as framework suppliers for the initial framework period based on highest tender scores. At this point the pool of approved suppliers will be locked for 2 years with call-off work being assigned as per below.
Suppliers will be informed of the initial winning bidders and given relevant feedback.
After the initial period of 2 years the framework competition will re-open and existing framework suppliers can resubmit a new bid or maintain their original bid. These will be scored against any new bids from other suppliers, the top 10 ranking suppliers will then be accepted for another 2 year period.
Due to the value, call-offs under this agreement will be done with framework providers via purchase order.
Call-offs will be assigned based on Service User choice, where a Service User has no preference or cannot make a decision, work will be assigned in Framework rank order.
