Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: The contract was awarded without prior publication because it was a direct call‑off from the ESPO MSTAR4 Framework Agreement, which was itself procured in full compliance with the Public Contracts Regulations 2015.
