- Why no open competition
- The procurement falls outside the scope of application of the directive
- Published justification
Cardiff and Vale University Health Board have a requirement for the maintenance and repair for their tugs and pump trucks across the Health Board.
It is essential to the Health Board’s that these vehicles and equipment is maintained and operating correctly.
Sourcing this requirement from an alternative supplier would require training, onsite visits and service would be disrupted, in addition due to the age of the fleet the service is currently drafting a specification and seeking funding for the replacement of the tugs. The value of this contract is indicative the Health Board will not fully utilise or exceed the value.
