Published award criteria (6)
- Solution & Approach : Written response to the Annex A Scope, proposed standard laptop model and rationale; peripherals range and USB-C compatibility; Autopilot enrolment / hardware-hash registration and integration with the SONI087 MSP-owned image; warehousing and UK-wide ship-to-desk/ship-to-home logistics; server product families; and any proposed ownership vs lease vs DaaS model.
- Previous Experience & Client References: Demonstrated track record of delivering comparable solutions of similar size, scope and complexity — including single-model standardisation, 200+ device Autopilot deployment, ship-to-office/ship-to-home logistics and server reseller/call-off. Supported by client references for comparable delivery (minimum 3 contracts within the last 3 years, at least one demonstrating a 200+ device Autopilot fit-out and one a server call-off), verifiable by SONI.
- Service Levels & Operating Model: Proposed supplier-defined SLAs (order-to-delivery, DOA replacement, Autopilot enrolment/registration), account management, escalation and reporting; and the proposed model-update timeline and refresh cycle.
- Product Refresh & Fit-for-Purpose Assurance : Mechanism to keep the single standard model fit for purpose: model-update roadmap/timeline, proposed refresh cycle, end-of-life notification to SONI and to the SONI087 supplier, and substitution/price-hold where the model is superseded,
- Overall Risk & Commercial Model : Risk Register (top 10 risks) plus commercial risk-share, indexation, warranty, warehousing/logistics cost treatment and end-of-life disposal. Where a lease/DaaS model is proposed, its commercial and contractual treatment.

- Price carries 50 of 100 points: a 10% discount moves about 5 points. This one is won on the number: sharpen the price before polishing the prose.
- “SONI091 Corporate Computing and Infrastructure Framework” is a framework: the contest is a place on its panel, up to 3 suppliers, not a single contract: each call-off is a further competition, so the pricing contest starts after appointment.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.
i
How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
No small-firm winners recorded among this authority’s published awards in this sample.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered.
A local branch does not count if the registered address is elsewhere.
No winner locations published for this authority. Local means a registered address in the region where that award was delivered.
i
How long buyers here take to decide after bids close.
Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 62 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
The market share is a minimum: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Awards are recorded, but published direct routes and bid counts do not establish this buyer’s share.

How did awards compare with estimates?
i
Where winning prices landed against estimates.
Each colour shows awards below, close to or above the published estimate, one lot at a time.
On a framework or DPS, prices are agreed when work is called off.
Past prices are a guide, not a bid price.
Not comparable on a framework or DPS: the price is set later, on each call-off.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
