Publisher note: Economic and technical reasons; a lack of market storage and existing network constraints caused by the pandemic meant it would not have been possible to conduct a full procurement or decant stock to an alternative supplier.<br/><br/>The current resource limitations and lack of commercial storage capacity resulted in the existing contract extensions to prevent a duplication of costs, and to avoid significant inconvenience from the buyer and market perspective until the redistribution capacity has been developed.
