Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: Velindre University NHS Trust requires emergency restoration and storage services due to damage incurred from flooding at another location. This contract remains an emergency measure to ensure that the damaged records are stored securely and handled no more than necessary to prevent further deterioration and have the ability to conduct the full restoration when instructed.
