Following the modification, the NEPTS contract brings together both related service elements, both within the scope of the framework agreement under which it was awarded, which was established for "patient eligibility and booking services (lot 1) and non-emergency patient transport services (lot 2)".

Patient transport services (Lot 2). Patient Transport Service is the provision of transportation to and/or from hospital (and its constituent/associated clinics and other healthcare facilities) of patients (including but not limited to escorts and medical equipment where instructed or otherwise authorised by the Booking Provider) who, due to their medical conditions, require the skills or support from patient transport staff as they would otherwise not be able to attend their appointments and/or where use of public transport would have a detrimental effect on their health.

Patient eligibility and booking services (lot 1). The aim of the Booking Service is to take requests for PTS from patients, healthcare providers and carers, through electronic means and via telephone in accordance and in the manner set out in the Specification. The Contractor will be responsible for applying the Eligibility Criteria for each booking to ensure that transport is only provided to patients meeting the eligibility criteria.
The framework was structured so that Lot 1 and Lot 2 operate as adjacent elements of the same patient pathway. Both elements serve the same NEPTS cohort, within the same pathway and for the same commissioned purpose.

Publisher note: This is a Provider Selection Regime (PSR) contract modification notice, under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this modification. This contract has now been formally modified.

The contract was entered into before 1 January 2024. In accordance with Regulation 29(2), the modification has been made under Regulation 13. The Trust relies on Regulation 13(1)(d) and the criteria at Regulation 13(2): the modification does not render the contract materially different in character, and the cumulative change in the lifetime value of the contract since it was entered into (£2,152,000 excluding VAT) is less than 25% of the lifetime value of the original contract (£12,853,996 excluding VAT). This notice is published under Regulation 13(4) because the modification is attributable to a decision of the relevant authority and the cumulative change in lifetime value is £500,000 or more.

The previous publication reference at IV.2.1 (2019/S 139-342914) is the contract award notice for the framework agreement under which this contract was called off. The call-off contract itself was not separately advertised, as no notice was required.

Decision-maker: Terry Whittle, Chief Finance Officer and Deputy Chief Executive, Whittington Health NHS Trust. Decision made 28 August 2026.
Additional approval: Liam Triggs, Director of Estates and Facilities, Whittington Health NHS Trust.

Conflicts of interest identified among the decision-makers: None. Conflict of interest declarations were completed by all decision-makers and no actual or potential conflicts of interest were identified. No management of conflicts required as none identified.

- Change The modification takes effect from 1 September 2026 and was signed on 28 August 2026. It comprises:

1. Term. The contract term is extended by 6 months, from 1 September 2026 to 28 February 2027, with an option to extend for a further 6 months. A one-month exit clause applies throughout the extended term.

2. Value. The 6-month extension period is estimated at £1,076,000 excluding VAT (8.37% of the original contract value). The total modification value across the initial and optional extension periods (12 months) is estimated at £2,152,000 excluding VAT (16.74% of the original contract value). Estimates are based on the last 12 months' actuals for NEPTS operational transport and the Assessment Centre; charges may vary with patient volumes. The headroom remaining before 25% thresholds are triggered is £1,061,000.

3. Scope. With effect from 1 September 2026, the contract also provides for the delivery of the patient eligibility, assessment and booking service previously received by the Authority under a separate arrangement. The modified contract therefore brings together the patient transport element and the assessment / booking element under a single Whittington Health NHS Trust contract with the existing provider. There is no change to the Framework specification, performance regime or charging basis of the patient transport services as a result of this element.
The change is limited in nature. In operational terms, the same provider already delivers both the transport and assessment / booking elements. Contractually, the modification consolidates responsibilities that were previously split across separate arrangements into one agreement with the Trust, so that governance, performance management and accountability sit within a single contractual structure. The patient cohort, geographical scope and clinically / nurse-overseen assessment model remain unchanged.
The assessment / booking element serves the same NEPTS cohort, within the same patient pathway and for the same commissioned purpose as the transport element. The existing contract documents also contain express provisions concerning collaboration and operational dependency between patient transport services and eligibility / booking services delivered under related arrangements., Need for additional works, services or supplies by the original contractor/concessionaire: The modification was made under Reg 13 of the PSR 2023. The contract was awarded in 2019 under PCR 2015; modifications during its term accordingly fall to be made under PSR Reg 13. The term extension was required to maintain continuity of service pending completion of the ongoing PSR procurement and is limited to the period necessary for that purpose. The scope modification was required because the separate assessment centre contract expired in August 2026, and delivery of the transport service depends on continuity of that assessment service. Before the modification, the 2 service elements were received through separate but related contracts within the same framework structure. The modified arrangement consolidates those functionally connected elements under 1 contract with the same provider. In support, existing contract documents expressly provide for collaboration & operational dependency between patient transport services & assessment services delivered under related arrangements.
