The Council has procured perpetual licences for use with its Social Care business needs. The support and maintenance of this software can only be provided by the nominated provider as they own the IPR . The Council, to main the operational continuity of its social care systems, intends to award a contract to the software provider

The complexity of the Council's Social Care systems and business needs is such that it is unlikely that they will be replaced in the next two years. There is also a unknown outcome pertaining to LGR which may impact the business need and hence the short term tactical contract
