Published description of the framework

Individual Call off Contracts will be awarded via the Framework in accordance with one of the following procedures

Direct Award (Basket of Rates)

Direct Award (Ranked Order)

Further Competition

Framework Providers will not be compelled to bid for all business offered via further competition. It is recognised that not all Call Off Contracts will necessarily suit every Framework Provider because of the type of services / works required.

Not all routes above are applicable to all lots

Individual Call off Contracts may be of any reasonable duration regardless of when they commenced, i.e., an individual call off contract may outlive the expiry of the Framework Lot itself. However, given the nature of the works being sourced, it is anticipated that the duration of most individual call off contracts will last no longer than one year.

The Council intends that all call-off competitions and other framework activities will be managed through its E-Procurement system.

Extensions: Local Government Reorganisation The Contracting Authority has identified Local Government Reorganisation (“LGR”) as a potential future event which may affect the delivery and/or administration of the Services during the Contract Term. LGR may result in changes to local government structures, administrative boundaries, functions, responsibilities, service delivery arrangements or the identity of the organisation responsible for the Services The Contract may therefore require modification as a consequence of LGR. Where permitted by the Procurement Act 2023, such modifications may include consequential changes to the scope, geographical coverage, volumes, service requirements, governance and reporting arrangements, and/or arrangements for the transfer of responsibility for the Services to a successor or reorganised local authority. Any modification will be limited to changes permitted under the Procurement Act 2023, including where applicable Schedule 8, and will not change the overall nature of the Contract. Local Government Reorganisation (LGR) proposals continue to be developed across a number of areas and may result in changes to council structures, service delivery arrangements, responsibilities and geographical coverage during the term of this contract. Whilst the final outcome and implementation arrangements remain subject to government decisions and further local development, it is possible that the effects of LGR could lead to changes in service demand and/or the need to extend provision to additional areas, organisations or client groups. The Authority therefore reserves the right to vary the scope and value of the contract to reflect any future changes arising from LGR. For further information, please refer to the Government's Local Government Reorganisation updates: https://www.gov.uk/government/collections/local-government-reorganisation-policy-and-programme-updates The core framework value across all lots is estimated at £72,000,000 (Excluding VAT) based on current known service requirements. Due to the potential impact of the Local Government Reorganisation this value may rise. Therefore, the total contract value may rise to £108,000,000 (Excluding VAT) £129,600,000 (Including VAT). These figures are estimations and due to only being in the early stages of the process the Council cannot give any commitment on these figures but would like to build scope into the Contract should the need arise. Bidders should take this identified risk into account when preparing their Tender and pricing. Innovation and Product Development The Council recognises that products, materials, technologies, techniques and methods of delivery within the scope of this Framework may develop during the Framework Term. The Framework is intended to accommodate appropriate developments and innovations within the existing scope of each Lot. Contractors and suppliers may therefore propose new or improved products, materials, technologies, techniques or solutions where these: Fall within the scope and intended purpose of the relevant Lot; meet or exceed the applicable technical, performance, safety and regulatory requirements; represent an improvement or development of the type of works, products, materials, technology or solutions contemplated by the Framework; do not materially alter the overall nature or scope of the Framework or the relevant Lot; and can be procured through the Framework in accordance with the Procurement Act 2023. The Council may consider such developments when undertaking Call-Offs under the Framework, where permitted by the applicable Call-Off procedure. The inclusion of this provision does not guarantee that any innovative product, technology or solution will be purchased by the Council. A contractor/supplier introducing a new or innovative product or solution shall not acquire an exclusive right to supply that product or solution through the Framework. Other contractors/suppliers shall be able to offer equivalent or alternative solutions. These can only be accessed via the use of a further competition.Second stage: 4–null candidates invited to tender

Delivery: East Midlands
How many bids this lot may attract.

The forecast uses similar past competitions. The bar shows either that forecast or past bid counts; the line below says which.

Each lot shows its own forecast based on its own category; forecasts for different lots of the same notice are not comparative.

Commercial price forecast
i

Where the award price may land.

The forecast uses similar awards and the buyer’s estimate. The band covers the middle half of likely prices.

No comparable awards for this lot yet.

A statistical guide from past awards, not a price to bid.

—Priced at call-off
On a framework or DPS the price is agreed on each call-off, so there is no award price to forecast here: the published figure is a ceiling.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
