Official UK procurement notice
UK Space Agency - Operational Support to the International Charter: Space and Major Disasters
Authority: Department for Science, Innovation & Technology (Central government)
What is being bought
Published requirement descriptionThe International Charter: Space and Major Disasters (“the Charter”) is a global agreement which aims to provide a unified system of space data acquisition and delivery to those affected by natural or man-made disasters. It provides and enables transmission of earth observation satellite data and pre-authorised resilience/emergency response bodies in response to “activations”.
Further details on the Charter can be found at disasterscharter.org ↗
Unlike many space faring nations in the Charter, the UK Government does not own or operate its own national EO satellite system assets. The UK Government therefore fulfils its Charter commitments through partnership with the UK EO commercial sector. This procurement seeks to maintain and strengthen that model by securing operational support from an organisation with UK licensed and operated EO satellite data assets that can be contributed to Charter activations.
The continued participation of UK EO commercial satellite operators in the Charter delivers both public benefit and strategic value by showcasing sovereign EO capabilities, supporting international disaster response and demonstrating operational utility of UK-developed EO missions.

Published award criteria (4)
- Mobilisation and Service Readiness: Describe your mobilisation plan from contract award to full operational service commencement. Your response must demonstrate how the Emergency On-Call Officer service, Image Ordering Desk, operational interfaces and assured data provision will be established, tested and ready to support Charter activities from the required commencement date.
- Charter Activation Delivery Methodology: Provide a proposed process for delivering the Operational Support service during a Charter activation, in line with your organisational data provision processes and the requirements of the International Charter and UKSA Specification of Requirements. Your response should demonstrate how quality, governance, oversight and delivery assurance will be maintained throughout the service.
- Assured Data Provision and Service Resilience: Describe the EO assets proposed for Charter support and demonstrate how you will provide timely, prioritised and fit-for-purpose data throughout the contract. Your response must address asset capability, ownership and operational control, tasking authority, licensing, data delivery performance, capacity, continuity and mitigation in the event of degradation, failure or decommissioning.
- Commercial Envelope: Price, calculated as per tender documentation.
No conditions of participation were published on the notice; check the tender documents.
- Price carries 20 of 100 points: a 10% discount moves about 2 points. The method statement decides this lot, not the discount.
- Turnover usually expected at this size: about £505,199 (twice the annual value).
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.

How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered.
A local branch does not count if the registered address is elsewhere.
No winner locations published for this authority. Local means a registered address in the region where that award was delivered.
i
How long buyers here take to decide after bids close.
Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 21 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
The market share is a minimum: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Direct awards or one recorded bid are common here. Check the route before spending time on a bid.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

UKSA is undertaking pre-market engagement (PME), in accordance with the Procurement Act 2023, to assess market capability and inform the development of its procurement strategy and tender documentation.
The primary activity within this PME is for organisations to complete a questionnaire for either or both Strategic Support services or Operational Support services.
UKSA will host an Information Session via Microsoft Teams on Thursday 28 May 2026 at 13:00–15:00 (UK time).
The session is intended to support interested organisations to engage effectively with the PME and provide early visibility of planned procurement activity relating to the Disaster Charter. It will:
- Outline the anticipated scope, objectives and timelines based on the draft Specification
- Offer an opportunity for suppliers to ask questions ahead of any formal procurement
A transcript of the presentation can be provided on request for those unable to attend.
For attendance, interested suppliers are requested to confirm attendance by 17:00 on 27 May 2026 by emailing UKSA.commercial@dsit.gov.uk where invitations will be issued following receipt.
Emails should include the subject line: “PME Request – Info Session Disaster Charter Operational and Strategic Support – <Respondent’s Organisation>”
