The Council could not have reasonably foreseen:
- The scale of the price increases
- The mandatory move from perpetual licenses to subscription-only licensing
- The restriction of pricing visibility to approximately 60 days before renewal
- The removal of commercial flexibility previously available through the reseller market
These factors materially constrained the Council's ability to plan, budget, or undertake a competitive procurement in advance of contract expiry.
