- Why no open competition
No tenders or no suitable tenders/requests to participate in response to restricted procedure; All tenders submitted in reply to a restricted procedure, negotiated procedure with prior publication of a contract notice or competitive dialogue were irregular or unacceptable. Only those tenderers were included in the negotiations which have satisfied the qualitative selection criteria
- Published justification
The Boats Team, part of the UK Ministry of Defence (MOD) intends to award a contract of up to 3 years and 3 months from 6 February 2023 to 31 April 2026 to Quest Underwater Services Limited for the In-Service Support Contract for Training Vessel (TV) Tristram. It is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service is lawful under Regulation 16 (1) (a)(i) of the Defence and Security Public Contracts Regulations 2011. This is due an insufficient number of successful responses to the Dynamic Pre-Qualification Questionnaire at Pre-Tender Stage, which would have allowed the Competition to progress to the ITT stage.
