What is being bought
Published requirement descriptionThe White Horse Federation (TWHF), supported by Value Match Services, is establishing a Dynamic Market to enable suppliers to apply for admission to provide goods, services and works across the education sector and wider public sector. The Dynamic Market will remain open for suppliers to join at any time, subject to meeting the published membership conditions.
The purpose of the Dynamic Market is to provide schools, Multi‑Academy Trusts (MATs) and other eligible public sector bodies with a compliant, flexible and value‑driven route to market for everyday consumables, equipment and associated procurement requirements.
Call‑off competitions for specific requirements will be conducted among suppliers admitted to the Dynamic Market. Competitions may be issued to all suppliers or to a relevant subset based on category, capability or other objective criteria, ensuring transparent and fair procurement outcomes.
- How the procedure runs: Dynamic market
- No preliminary market engagement: Preliminary market engagement has not been undertaken because the Dynamic Market provides an open, ongoing route for all suppliers to apply for membership. The membership conditions and categories are transparent and non‑discriminatory, and suppliers can join at any time. As a result, separate preliminary engagement would not meaningfully inform or alter the design of the Dynamic Market.
CPV: Architectural, construction, engineering and inspection services · Education and training services · Furniture (incl. office furniture), furnishings, domestic appliances (excl. lighting) and cleaning products · Hotel, restaurant and retail trade services · Real estate services · Repair and maintenance services

- Economic & financial standing
Suppliers must confirm their legal registration and provide proportionate financial information to demonstrate basic financial standing. Detailed financial evidence such as audited accounts will not be required for admission to the Dynamic Market. Insurance requirements will only apply at call‑off stage and will not be mandatory for joining the Dynamic Market.
- Technical & professional ability
Suppliers must demonstrate appropriate technical capability relevant to the categories they apply for. Any specified qualifications, certifications or standards will be accepted on an equivalent basis, including international or industry‑recognised equivalents. Technical requirements will be proportionate and will not prevent suppliers from joining the Dynamic Market where they can demonstrate capability through equivalent evidence.

- Price carries 50 of 100 points: a 10% discount moves about 5 points. This one is won on the number: sharpen the price before polishing the prose.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
