Official UK procurement notice
Cambridgeshire County Council Cleaning & Grounds Maintenance Framework
Authority: Cambridgeshire County Council (Local council)
What is being bought
Published requirement descriptionCambridgeshire County Council have a combined Cleaning & Grounds Maintenance contract, which has been in place since 2023. This process is a re-procurement of that contract. The current contract is accessed by Fenland District Council for cleaning services, and this new process shall also be accessed by Fenland DC (only for cleaning services).
The Authority wishes to appoint one Provider to provide a Cleaning and Grounds Maintenance Service to the organisation across a variety of properties within the geographical boundaries of the County of Cambridgeshire. The Provider shall be expected to undertake a comprehensive cleaning service, including routine daily cleaning of varying types of buildings, deep cleans, periodic cleans, window cleaning, provision of sanitary bins and nappy bins, barrier matting and other requirements usually associated with a contact of this type, including reactive and preventative pest control and also gritting and snow cleaning services, as well as a Grounds Maintenance service.
- Not divided into lots: This procurement is not being split into Lots as a single provider is required for reasons of efficiency and to support programme delivery.
- The authority expects to re-tender this requirement around 30 Nov 2026, 23:59 GMT.
- How the procedure runs: Shortlisting stage The aim of this first stage is for bidders to express their interest in participating in the procurement by submitting their completed Conditions of Participation and for the Authority to use the completed Conditions of Participation to compile a shortlist of suitably experienced and qualified bidders to progress to the next stage of the CFP. Bidders are required to complete the Conditions of Participation as the first stage of this CFP. This response alongside the core information accessed from the Central Digital Platform/Find a Tender Service will be used to shortlist 5-7 bidders up to a maximum of 7. Further information is available in the Procurement Specific Questionnaire (PSQ) Guidance document. Final Tender Submission stage The aim of this final tender submission stage is for bidders to provide a completed final tender by the required deadline and for the Authority to evaluate identify the Most Advantageous Tender.
CPV: Agricultural, forestry, horticultural, aquacultural and apicultural services · Cleaning and sanitation services

- Price carries 50 of 100 points: a 10% discount moves about 5 points. This one is won on the number: sharpen the price before polishing the prose.
- “Cambridgeshire County Council Cleaning & Grounds Maintenance Framework” is a framework: the contest is a place on its panel, up to 1 suppliers, not a single contract, and call-offs are awarded directly: getting appointed is the whole game.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
