What is being bought

Published requirement description

The Police and Crime Commissioner (PCC) for Cleveland is conducting a market engagement exercise to better understand the catering services available for Cleveland Police estates. The PCC is therefore seeking to engage with suppliers who can offer high-quality, and sustainable catering solutions for police officers, staff, and others.

This exercise will inform the development of a future procurement process, with formal tender documents expected to be issued in December 2025.

Location of Services

The Authority is seeking a supplier(s) to provide canteen facilities and catering services at two primary locations:

  • Middlesbrough District Police Station, Bridge Street West, Middlesbrough, TS2 1AB (M8)
  • Cleveland Police Central Headquarters, 1 Cliffland Way, Hemlington, Middlesbrough, TS8 9GL (CSH)

Additional sites within Cleveland estate may be added during the contract term.

Note: these sites are not available for the public to access.

Catering Service Provision

The catering service provision is intended to include:

  1. The operation of canteen facilities at the above two sites with a café-style service offering hot and cold 'grab and go' food and beverages. The expected operating hours for both sites are:

o Monday - Friday:

08:00-15:00

o Weekends:

CHS: 10:00-13:00

M8: 09:00-13:00

  1. Provision of ad hoc hospitality catering for meetings and events and operational training sessions
  2. Provision of catering for operational planned requirements

Equipment

A range of canteen and catering facilities will be provided by the PCC for use. Full details of this equipment will be included at the tender stage.

Staff at each location

The number of staff and volunteers working at each location is estimated to be approx.

  • CSH: 600
  • M8: 800

Please note that while the total number of staff and volunteers at each location has been provided, this figure is for information purposes only and does not reflect actual canteen usage.

Vetting

All supplier personnel will be required to undergo security vetting clearance at NPPV Level 3.

How often do SMEs win?

How often small and medium firms win.

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in North East England.

A local branch does not count if the registered address is elsewhere.

Most of this buyer’s recorded winners were registered outside the region where that award was delivered.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

Direct awards and tenders where every published lot count shows one bid.

Both shares are minimums: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
