What is being bought

Published requirement description

The Supplier will be responsible for delivering a modern, professional, and fully compliant Civil Parking Enforcement service on behalf of the Council.

The following represents the current high-level understanding of core requirements.

Core Enforcement Services

  • On-street and off-street enforcement: Civil Enforcement Officers deployed across CPZs, yellow lines and other restrictions under the Traffic Management Act 2004. The emphasis is on proactive, intelligence-led work on hotspots and priority locations rather than blanket coverage.
  • ANPR capability: Mobile and static ANPR (vehicles or cameras) to handle higher volumes efficiently, with clean integration into the back-office system for PCN creation.
  • CCTV and moving traffic support: Review of footage or clips for bus lane and moving traffic contraventions, producing good evidence packs. The split of responsibility with our existing back-office arrangements will be confirmed later.
  • Blue Badge work: Focused enforcement on misuse of disabled bays and Blue Badge abuse, working closely with the Council’s Blue Badge team.

Technology, Systems and Integration

  • Provision and maintenance of all necessary enforcement technology: handheld devices, body-worn video (BWV) cameras with secure storage/review workflows, vehicles (with preference for low/zero-emission options), and supporting software platforms for deployment planning, real-time reporting, and performance dashboards.
  • Seamless, secure interface/integration with the Council’s existing or future back-office PCN processing system (currently supported by Imperial Civil Enforcement Solutions). This includes timely upload of PCN data, high-quality evidence packs (photos, notes, BWV where relevant), and support for case queries. Suppliers should detail their API/integration capabilities and experience with similar systems.
  • Management information and reporting: Provision of accurate, timely MI and interactive dashboards covering deployment activity, PCN volumes/quality, compliance indicators, and KPIs. Potential for integration with Council Power BI or other analytics tools.

People, Training and Customer Service

  • Full recruitment, training, supervision, and management of a sufficient complement of qualified, professional CEOs and support staff to deliver the required enforcement hours and quality standards.
  • High standards of customer interaction: CEOs trained in conflict resolution, equality awareness, and professional engagement with residents, businesses, and visitors. Support for on-street enquiries and contribution to the Council’s complaints/SAR/FOI processes

This buyerRoyal Borough of Greenwich · all categories
What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: 27 of 39 known-size awards · market: CPV 9835 · Greater London, n=13
69%38%

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in Greater London.

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Most of this buyer’s recorded winners were registered in the region where that award was delivered.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Half of these awards have an award date within 36 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

Both shares are minimums: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

How many bids past lots received.

Each colour is a bid-count range. Only competed lots with a published count are included.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
