Published requirement description

The eleven (11) Contracting Authorities across both West & East Midlands are seeking to re-procure new contracts for their clinical waste collection and disposal services for both General Practice (GP) and Community Pharmacy (CP) sites across their individual ICB geographical footprints, via a competitive flexible procedure in accordance with the Procurement Act 2023.

The eleven (11) Contracting Authorities are seeking to tender eleven (11) new contracts/lots. (Respective NUTS codes in brackets for your information):

  • Lot 1 = NHS Birmingham & Solihull Integrated Care Board (UKG31 & UKG32)
  • Lot 2 = NHS Black Country Integrated Care Board (UKG36, UKG37, UKG38, UKG39)
  • Lot 3 = NHS Coventry & Warwickshire Integrated Care Board (UKG33 & UKG13)
  • Lot 4 = NHS Herefordshire & Worcestershire Integrated Care Board (UKG11, UKG12)
  • Lot 5 = NHS Staffordshire & Stoke on Trent Integrated Care Board (UKG23 & UKG24)
  • Lot 6 = NHS Shropshire & Telford & Wrekin Integrated Care Board (UKG21 & UKG22)
  • Lot 7 = NHS Derby & Derbyshire Integrated Care Board (UKF11, UKF12, UKF13)
  • Lot 8 = NHS Nottingham & Nottinghamshire Integrated Care Board (UKF14, UKF15, UKF16)
  • Lot 9 = NHS Lincolnshire Integrated Care Board (UKF30)
  • Lot 10 = NHS Leicester Leicestershire & Rutland Integrated Care Board (UKF21 & UKF22)
  • Lot 11 = NHS Northamptonshire Integrated Care Board (UKF24 & UKF25)

Each lot is for the combined collection and disposal service of clinical waste for both General Practices and Community Pharmacy sites.

The overall estimated value for these services is £38,063,459.00 (exc. VAT) for the full 10-year term across the eleven (11) proposed contracts/lots (optional extension(s) included).

There is an estimated launch date of October 2025, an estimated award date of February 2026 and an estimated go live date of 01 April 2026 (Note: the go-live date may change depending on the required mobilisation period for each lot but is not expected to exceed three (3) months).

The proposed contract length shall be an ‘initial term’ of five (5) years, with the option to extend for a period (or periods) of up to a further five (5) years (maximum 10 years).

Please note that estimated values, contract length (including changes to the initial term and/or extension term options), and timeline dates are all indicative at this stage and may be subject to change as the eleven (11) Contracting Authorities are planning on undertaking a second market assessment exercise with the provider market which may/or may not result in feedback that we would wish to incorporate and/or change our tendering approach slightly to accommodate

  • How the procedure runs: Contracts will be awarded under the competitive flexible procedure, which will consist of a two (2) stage process of written tender responses. Stage 1 – Procurement Specific Questionnaire The Procurement Specific Questionnaire (PSQ) is a set of questions that a Bidder must satisfy to be invited to participate in Stage two (2) of this procurement. These questions will relate to the Bidder(s) legal, insurance and economic financial standing as well as their technical ability to fulfil the contract requirements. Bidder(s) must indicate how many of the eleven (11) lots they wish to bid for in stage one. Outcome letters will be published to all Bidder(s) who either pass or fail at stage one and a voluntary ‘stand still’ period will then be observed. Only those Bidder(s) that pass Stage One (PSQ) will be invited to participate in stage two (Invitation to Tender) Stage 2 – Tendering stage For this stage, Bidder(s) shall respond to the published tender documentation.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
