Why no open competition

The works, supplies or services can be provided only by a particular economic operator due to absence of competition for technical reasons

Published justification

The supplier will provide a full end to end solution. The equipment solution including the software to run it from Perkin Elmer is working across Public Health England. Maternal Serum Screening (MSS) is commissioned to provide first trimester (Down’s, Patau’s and Edward’s Syndrome) and second trimester (Down’s) antenatal screening for North East of England and Cumbria. Contracts are also in place to provide the same service for a number of other units around the UK using the same equipment. The network must all utilise the same methodology to remain compliant with the network approach and removes risk. Perkin Elmer is the incumbent supplier for the Trust.
