The purpose of this notice is to demonstrate full transparency to the market., Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: Retention of the current consultant enables retaining knowledge of the project that has been built up over the course of the agreement and would also make economical sense by enabling the project to be completed in a timely manner; if a new consultant stepped in, they would have to take time to understand the project and this would be likely to add time and cost. Unforeseen architectural design changes and structural design changes were unforeseen.
