What is being bought

Published requirement description

Transport for Wales is preparing to re-procure its Facilities Management contract to support its estate and operational activities across Wales and the Borders.

As part of developing the future requirement, Transport for Wales is considering how facilities management services should be structured to support operational delivery, compliance obligations and wider estate objectives. This engagement will help inform the future operating model, contract scope and commercial approach.

Transport for Wales is seeking market insight on how best to deliver a flexible, efficient and value-for-money service that can support both current operational needs and future estate developments. Feedback received through this engagement will help shape the future procurement strategy, contract requirements and commercial approach ahead of any formal procurement process.

How the contest usually goes

Winner shares use published awards; bid and price charts use contested lots.

Question for the bidWhat to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: no supplier sizes published · market: CPV 7999 · UK-wide, n=192
—56%

No supplier sizes published for this authority.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered.

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Buyer: no winner locations published · market: CPV 7999 · UK-wide, n=74
—92%

No winner locations published for this authority. Local means a registered address in the region where that award was delivered.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Buyer: no decision dates published · market: CPV 7999 · UK-wide, n=7
—70 days

Half of these awards have an award date within 70 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

The market share is a minimum: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

Last 36 months.

Buyer: no awards on record · market: CPV 7999 · UK-wide, n=32
—22%

No awards recorded for this authority in this market.

How many bids did past lots attract?

i

How many bids past lots received.

Each colour is a bid-count range. Only competed lots with a published count are included.

Past bids do not predict this tender.

How did awards compare with estimates?

i

Where winning prices landed against estimates.

Each colour shows awards below, close to or above the published estimate, one lot at a time.

On a framework or DPS, prices are agreed when work is called off.

Past prices are a guide, not a bid price.

Last 36 months.

Not comparable on a framework or DPS: the price is set later, on each call-off.

Commercial price forecast
i

Where the award price may land.

The forecast uses similar awards and the buyer’s estimate. The band covers the middle half of likely prices.

No comparable awards for this lot yet.

A statistical guide from past awards, not a price to bid.

—Priced at call-off
On a framework or DPS the price is agreed on each call-off, so there is no award price to forecast here: the published figure is a ceiling.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

Transport for Wales is undertaking a market engagement exercise to inform the re-procurement of its Facilities Management contract and is inviting interested suppliers to participate in a co-design workshop.

The purpose of the workshop is to work collaboratively with the market to explore how a future Facilities Management contract should be structured to deliver high-quality, efficient and value-for-money services across the Transport for Wales estate. Transport for Wales is seeking supplier insight and practical experience to help shape the future operating model, service requirements and commercial approach.

The workshop will focus on developing a future operating model that provides clarity on how stakeholders request work, approve work, monitor progress and escalate issues throughout the lifecycle of a task. Discussions will also explore the digital solutions and capabilities required to support effective contract management, including helpdesk provision, fault reporting mechanisms, performance dashboards, evidence capture and document control. In addition, suppliers will be invited to share their views on how transparency and value for money can be strengthened through the commercial model, alongside approaches for embedding measurable social value and sustainability outcomes within the future contract.

Transport for Wales intends to host the market engagement workshops on the following dates:

    • 16 November 2026 - Chester
    • 18 November 2026 - Cardiff

Both events will cover the same content, and suppliers are only required to attend one session.

Suppliers wishing to attend should register their interest by completing the registration form via the link below. Please copy and paste the link into your web browser to access the form. If you experience any issues accessing the form, please contact supplychain@tfw.wales and a registration link will be provided.

    forms.cloud.microsoft/e/xjAXQb1GRj ↗

The deadline for registration is 23:45 on Thursday 12 November 2026. Further details will be issued to registered attendees closer to the event date.

Please note that Transport for Wales reserves the right to amend, postpone or cancel either event should circumstances require. Any changes will be communicated to registered attendees as soon as reasonably practicable.

Participation in this market engagement exercise is voluntary and will not confer any advantage or disadvantage in any subsequent procurement process. Any future procurement opportunity will be advertised separately in accordance with the applicable procurement regulations.
