What is being bought

Published requirement description

Fareham Borough Council is seeking expressions of interest from suitably qualified and experienced contractors for the proposed Arcading refurbishment of Fareham Shopping Centre, with an estimated project value of £6.5M.

The project forms part of the Council's wider regeneration ambitions for Fareham Town Centre, aimed at improving the shopping environment, enhancing the visitor experience and supporting the long-term vitality and attractiveness of the town centre.

The proposed works involve the refurbishment and enhancement of internal shopping malls, public circulation areas, communal facilities and entrances.

Operational and delivery requirements

Fareham Shopping Centre is an operational retail destination, accommodating multiple commercial occupiers and receiving regular public footfall.

A key requirement of the project will be the successful delivery of construction works while maintaining the safe and effective operation of the shopping centre.

The Council is therefore particularly interested in contractors who can demonstrate experience in:

  • Delivering refurbishment works within occupied and operational retail or commercial environments.
  • Developing and implementing phased construction programmes to minimise disruption to retailers, customers and other building users.
  • Maintaining safe public access, pedestrian circulation, emergency escape routes and servicing arrangements throughout construction.
  • Planning and undertaking works outside normal trading hours, including evenings, nights and weekends, where necessary.
  • Managing construction logistics, deliveries, waste removal, temporary hoardings and site segregation within constrained and publicly accessible environments.
  • Coordinating works with shopping centre management, tenants, facilities management teams and other stakeholders.
  • Managing health and safety, noise, dust, vibration and other construction impacts within a live environment.
  • Delivering high-quality finishes while maintaining programme, cost and quality controls.

The Council is particularly interested in engaging contractors with demonstrable experience in delivering refurbishment projects of a similar nature, scale and complexity within live, operational shopping centres or comparable high-footfall commercial environments.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
