Published description of the framework

Framework Appointment

1 In order to be appointed to this framework, your organisation must pass the Procurement Specific Questionnaire - appendix B

2 Suppliers must achieve a scoring of at least 1 on all of the quality questions.

Award of individual Call-off contracts under the Framework Agreement

3 The successful suppliers will enter into a framework agreement. The framework will commence on 31st March 2026 and will be for 7 years.

4 The Contracting Authority does not give any guarantee and/or warrant the actual value of the services (if any) which will be placed with the successful suppliers by any client using the framework pursuant to this process and accepts no liability thereof.

5 The basis for award of specific streams of work(s) will be operated by the Councils deciding operationally how best to utilise the service considering a TEEP (Technically, Environmentally and Economically Practicable) Assessment and also the most advantageous bid.

Lots and requirements (3)Procurement structure

3 lots · all with a published value · same evaluation weights on every lot

Every one of these 3 lots carries the same published figure, £420,000: it is the framework's maximum for the whole notice, not each lot's own budget, and no share per lot is published. The cards below say ceiling above rather than repeat it.

Published award criteria (3)
  • Quality
  • Social Value
  • Price
What this means for your bid
  • Price carries 40 of 100 points: a 10% discount moves about 4 points. The method statement decides this lot, not the discount.
  • “Food Waste Disposal Contract” is a framework: the contest is a place on its panel, not a single contract: call-offs may be direct or by further competition.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

Middlesbrough Council is procuring on behalf of all 5 Tees Valley Authorities the provision of service to provide a waste processor for food waste collected by the 5 Local Authorities which are Middlesbrough, Stockton, Redcar and Cleveland, Hartlepool and Darlington. The Council's trade waste service currently collects waste and recycling from all over the Tees Valley Areas. New government legislation (the Environment Act 2021) requires for the Council's to offer a separate food recycling collection and to meet this requirement we will be introducing a new food waste collection service for all its new and existing customers.
