Published requirement descriptionThe London Borough of Harrow has been unable to link the previous notices to this Tender Notice due to the Pipeline Notice referring to a Competitive Flexible Procedure. Since Market Engagement was carried the Council decided that an Open Procedure for an Open Framework was more suitable.
Details of all transparency notices relating to this procurement are listed under "Justification for not publishing a market engagement notice"

Home and reablement care relates to the provision of regulated care and support services in the community that enable adults and young people to remain living in their own home and meet their assessed social care needs and outcomes along with maintaining their autonomy, independence, skills and abilities, and personal identity.

Commercial outcome & contract awards
Published awards, contracts and bid statistics, not a forecast| Awarded to | Value | Date | Status |
|---|---|---|---|
| Across several lots1 award | |||
| supplier not published | — | 11 Jun 2026 | CancelledA compliance assessment undertaken in accordance with the tender documentation and the Procurement Act 2023 resulted in an insufficient number of compliant bids across the home care framework lots. Proceeding in these circumstances would create significant risks to service sustainability and capacity, value for money, and the Council's ability to meet its Care Act 2014 sufficiency duties. Abandoning the procurement enables the Council to consider its requirements, understand the causes of non-compliance, and recommence the process in Autumn 2026 with a revised approach which meets the Council's requirements, increasing the likelihood of securing a viable, sustainable, and effective framework. |
