The procurement falls outside the scope of application of the directive
Published justification

The service required is for processing and delivery of first class letters which cannot be accommodated by the contract mail services, due to the collection time for general mail having been missed.

Royal Mail can provide the "final mail" service required for this element of the mail. All other suppliers process mail then direct it to Royal Mail for the final delivery element of the service.

Publisher note: The contract is for an initial period from 1/11/21 to 31/10/22 with an option to extend by a further 12 months.
