- Why no open competition
- The procurement falls outside the scope of application of the directive
- Published justification
The ESPO Framework was procured in early 2024 and was utilised by Staffordshire County Council to appoint a supplier for a managed service for agency staff and interim human resource. The call-off contract was procured solely on price and needs analysis for the council. This negated the need for a tendering exercise. Also, as it was called off a framework, it negated the need for a notice under PCR2015.
Publisher note: Call-off contract from another purchasing body's framework. The procurement exercise was performed based solely on price and needs. Therefore, a tendering exercise was not required.
