What is being bought
Published requirement descriptionMHCLG is seeking to award a contract for the provision of services for Network for Neighbourhoods. The services include core network support, demand-led support, bespoke support to places and Neighbourhood Boards, mentoring, peer learning, specialist advice, learning resources, digital or reusable products, Early Adopters support, implementation support and related programme support.
The contract is anticipated to have an initial period of 2 years and 3 months, from contract signature to31 March 2029, with an option for MHCLG to extend for up to a further 12 months, to 31 March2030. Any extension will be at MHCLG's sole discretion and subject to continuing need, affordability, budget availability, approvals, supplier performance, value for money and compliance with applicable law.
The maximum budget for the initial contract term, to31 March 2029, is £13,030,000 excluding VAT. Tenders exceeding the Authority's stipulated cost thresholds may be treated as non-compliant and rejected.
Internal financial approvals for the contract are still being finalised. MHCLG expects these approvals to be confirmed as soon as reasonably practicable and, in any event, before conclusion of the procurement. No contract will be awarded or entered into unless and until all necessary internal approvals have been obtained. Publication of the Tender Notice, ITT or any other procurement document does not constitute a commitment by MHCLG to award or enter into a contract.
Full details can be found in the procurement documents.
- Not divided into lots: MHCLG has considered whether the services could reasonably be supplied under more than one contract by dividing the procurement into lots. MHCLG has decided not to divide the procurement into lots because doing so could make the requirement disproportionately expensive to manage and increase technical risk to delivery. The chosen single contract model aids simplicity and consistency of access to services for Neighbourhood Boards, minimises contract management burden, and maximises Supplier accountability through a clearly defined contractual framework. The services will therefore be supplied under one contract. This reflects MHCLG's duty to consider lots under section 18 of the Procurement Act 2023.
- How the procedure runs: This procurement is being conducted under the competitive flexible procedure in accordance with section 20(2)(b) of the Procurement Act 2023. This Competitive Flexible Procedure will use a single tender-submission stage. All Suppliers may submit the Qualification, Technical and Commercial Envelopes by the same deadline. MHCLG will first assess the Qualification Envelope and apply the published PSQ shortlisting methodology in relation to the Technical Ability - Relevant Experience and Contract Examples question. Only the Technical and Commercial Envelopes of shortlisted Suppliers will then be assessed against the Award Criteria. Suppliers must pass all eligibility questions, exclusion checks and pass/fail conditions of participation in the Qualification Envelope and Procurement Specific Questionnaire (PSQ), except where MHCLG has specified that it may exercise discretion. Suppliers must also meet the minimum threshold for Technical Ability - Relevant Experience and Contract Examples question of the PSQ. Suppliers that do not pass the applicable qualification requirements, or do not meet the minimum threshold for the Technical Ability -Relevant Experience and Contract Examples question, will not proceed to full assessment of the Technical Envelope and Commercial Envelope. The Technical Ability - Relevant Experience and Contract Examples question of the PSQ will be scored and used, alongside the other pass/fail qualification requirements, to determine which suppliers proceed to full assessment of the Technical Envelope and Commercial Envelope. MHCLG currently intends to take forward up to the five highest scoring suppliers that have passed all mandatory qualification requirements and met the minimum threshold for the Technical Ability -Relevant Experience and Contract Examples question. However, where one or more additional Suppliers achieve the same score for the Technical Ability - Relevant Experience and Contract Examples question as the fifth-ranked Supplier, and have passed all mandatory qualification requirements and met the minimum threshold for the Technical Ability - Relevant Experience and Contract Examples question, all such Suppliers will also be shortlisted. Responses to the Technical Ability - Relevant Experience and Contract Examples question of the PSQ will be scored on a 0 to 4 scale: 0 - No relevant evidence / non-response; 1 - Limited evidence; 2 - Adequate evidence; 3 - Good evidence; and 4 - Strong evidence. Suppliers must achieve a minimum score of 2 for this question. A supplier that scores below 2 for this question will fail the question and will not proceed further in the procurement. Scores for the Technical Ability - Relevant Experience and Contract Examples question are used only for shortlisting as part of the PSQ assessment and will not be carried forward into the final Tender Score.

Suppliers that do not pass the applicable qualification requirements, or do not meet the minimum threshold for the Technical Ability -Relevant Experience and Contract Examples question, will not proceed to full assessment of the Technical Envelope and Commercial Envelope.

MHCLG currently intends to take forward up to the five highest scoring suppliers that have passed all mandatory qualification requirements and met the minimum threshold for the Technical Ability -Relevant Experience and Contract Examples question. - Risks
MHCLG has identified a known risk that the level, timing, complexity or mix of demand for Network for Neighbourhoods services may materially exceed current planning assumptions. The precise profile will depend on referrals, diagnostic activity, programme learning, place readiness, Early Adopter progress and service uptake during delivery. Because of its nature, this risk cannot be fully addressed in the Contract as awarded and, if available capacity or the agreed service mix proved insufficient, it could jeopardise satisfactory performance of the Contract. If the risk materialises otherwise than through an act or omission of MHCLG or the Supplier, MHCLG may consider a modification to the value, volume, annual profile or mix of Services. Any modification would be subject to affordability, approvals, value for money, public interest, proportionality, transparency and section74 and Schedule 8 of the Procurement Act 2023;would go no further than necessary; and would not exceed any applicable statutory limit. This creates no commitment to modify or increase the Contract.
Suppliers must price the requirement on the basis that the agreed annual and overall Contract budget limits will apply. A reprofile within the existing overall Contract value may be considered only where permitted by the Contract and supported by the necessary budget, financial and governance approvals. Any change to a contractual annual cap, the overall Contract value or other contractual obligation will be subject to formal Contract Variation and applicable procurement law.
