- Suitability
Contractors must be an accredited Salto Gold Partner, as a minimum. The majority of installations are in student rooms so if there is an issue we need to resolve quickly and efficiently. Gold Partner accreditation ensure the Contractor can support the Salto application directly, with the support of Salto at no additional cost to the University if the Contractor has application issues they cannot resolve, and it allows the University to contact Salto directly if we have technical issues.
- Technical & professional ability
Mandatory, Discretionary and Qualitative Exclusion Questions are included separately on the e-tender system. These are Pass/Fail questions. A submission that fails on any of the Mandatory or Discretionary Exclusion questions will automatically be excluded from the tender process unless the Contractor can demonstrate they have taken remedial actions to ensure there is no reoccurrence of the offence. A Contractor who fails any of the Qualitative Exclusion question will automatically be excluded from the tender process. Contractors who have passed the requirements will have their tenders assessed against the criteria stated in the Invitation to Tender.
- Price carries 85 of 100 points: a 10% discount moves about 8.5 points. This one is won on the number: sharpen the price before polishing the prose.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

The University will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
The Public Contracts Regulations 2015 (SI 2015 No 102) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland) within 30 days of knowledge or constructive knowledge of breach.
