What is being bought

Published requirement description

The supply, configuration, integration, testing, deployment and ongoing support of a digital wayfinding platform for the Moorfields and UCL Centre for Eye Health. The platform will provide interactive digital building maps, destination search, multi-floor and step-free route generation, and accessible navigation for patients, visitors, staff and students.

  • How the procedure runs: The procurement will be conducted in two stages. There will be no negotiation and no dialogue at any stage. Stage 1 - participation: This notice invites suppliers to submit a request to participate. The Authority will assess each request against the conditions of participation CP1 to CP7, described at reg.18(2)(w) above and set out in full in the Invitation to Participate. CP1 to CP4 are assessed on a pass or fail basis only. A supplier that does not satisfy any one of CP1 to CP4 will not be shortlisted, regardless of its responses to CP5 to CP7. CP5, CP6 and CP7 are assessed on a pass or fail basis in the first instance and then scored from 0 to 4 using the scoring methodology set out in the Invitation to Participate. A score of 0 or 1 against any of CP5, CP6 or CP7 is a fail. Where more suppliers satisfy all conditions of participation than the maximum number to be shortlisted, the Authority will rank those suppliers by their weighted scores against CP5, CP6 and CP7, weighted as stated at field 19(2)(d), and shortlist the highest ranked suppliers up to the maximum number. Before permitting a supplier to participate, the Authority will determine whether the supplier is an excluded supplier or an excludable supplier under s.57, by reference to Schedules 6 and 7 and the debarment list. An excluded supplier must be excluded; an excludable supplier may be excluded (s.27). Stage 2 - tender: Shortlisted suppliers will be issued with the Invitation to Submit Final Tenders, the Commercial Schedule, the draft Contract (including all Schedules), the finalised Output Based Specification, the finalised Service Levels, Service Credits and Performance Monitoring Schedule, the Non-Disclosure Agreement and the Ethical Walls Agreement. Shortlisted suppliers will submit a single final tender comprising a technical response and a commercial response. The Authority will assess final tenders against the award criteria AC1 to AC8 to identify the most advantageous tender under s.19. (c)(i) Whether the procedure may include negotiation at any stage: No. The Authority does not intend to conduct negotiations. There is no dialogue stage, no intermediate tender stage, and no Preferred Bidder negotiation. Following evaluation of final tenders, the Authority will invite the three highest-ranked Suppliers to attend an in-person demonstration on 17 and 18 November 2026. The demonstration will inform the evaluation panel's assessment of AC1 (Functional and technical solution) and AC2 (Accessibility and inclusive navigation) only. Evaluators' scores against AC1 and AC2 may be revised following the demonstration at the moderation meeting. Scores against all other award criteria will be based on the written tender response. Further details will be provided in the Invitation to Submit Final Tenders. (c)(ii) Reliance on section 24 (refining award criteria): The Authority reserves the right to refine the award criteria and the indication of their relative importance before inviting final tenders, in accordance with section 24 of the Act. The Authority will not add new award criteria and will not make any refinement which would, had it been made earlier, have permitted a supplier that did not progress beyond Stage 1 to have done so. Where the Authority refines the award criteria it will modify and republish this notice and the associated tender documents affected, in accordance with section 24(4).
