What is being bought

Published requirement description

Swindon Borough Council (SBC), wishes to submit to tender the requirements for a single supplier for the provision of the removal and installation of current and new street light lamp columns and associated groundworks, electrical connections and disconnections, yearly clean and electrical testing, night patrol and Ad-Hoc repairs.

It is to be noted that stock for these services is mainly provided by Swindon Borough Council. The only materials the Council does not provide is the jointing materials as these are part of the contractor costs for a service transfer, disconnection or new service connection.

The contract will be for an initial period of 3 years with the ability to extend for a further period of 1 x 24 months. This is to ensure that we attract sufficient interest from the market.

The estimated contract value is indicative only with no guarantee of the amount of work to be called off under this contract. Estimated contract spend is between £901,254 across the initial 3-year term and up to £1,502,090 across the full 5-year term.

Full details relating to the services are provided in the tender documents.

Swindon Borough Council invites you to contribute to preliminary market engagement in relation to the provision of the removal and installation of current and new street light columns and associated groundworks and electrical connections and disconnections, yearly clean and electrical testing, night patrol and Ad-Hoc repairs. The Council would therefore welcome the views of suppliers on the questions in the questionnaire. Responses to this questionnaire will be used solely for this pre-tender exercise and any responses will not be referred to during the tender evaluation. To this end, tender-style responses to this questionnaire are not necessary - the intention is to invite supplier feedback on the options, to help shape the final specification and commercial model to ensure the tender delivers the optimum outcomes for the Council.

The Council intends on tendering for a single supplier for the provision of the removal and installation of current and new street light lamp columns and associated groundworks, electrical connections and disconnections, yearly clean and electrical testing, night patrol and Ad-Hoc repairs.

supplier not published—24 Apr 2026CancelledWithin the specification, it had not been stated that the amount of work that would be called-off under this contract was to be split between the Council’s in-house resourcing and external supply provision. This directly affected the pricing schedule as it reflected the total annual estimated activities; the pricing schedule should have been based on the actual percentage of external delivery of services that the Council anticipated would be carried out by a supplier. Due to this, the Council has concluded that the current process could not be lawfully concluded and, for the reasons stated above, will be abandoning this procurement process.
