Published requirement description

Stevenage Borough Council is currently out to procurement for PROVISION OF CCTV OPERATIVES FOR THE HERTFORDSHIRE CCTV PARTNERSHIP CONTROL ROOM

The requirement is for a single contractor to provide a monitoring service within the CCTV control room based in Stevenage on a 24 hour, seven days a week, 365 days a year basis, reporting to the Council’s CCTV Operations Manager.

The current CCTV control room is state of the art, only being built in 2020 and having just completed an operating system upgrade at the end of 2025. In 2025/26 the CCTV systems recorded over 6,000 incidents and provided a large quantity of video evidence to the Hertfordshire Police Service.

The contract period shall run for an initial 3 years with an option to extend to a 4th and 5th year.

TUPE does apply to this contract. TUPE Employee Liability information is currently being worked on. Bidders are to return a completed Undertaking of Confidentiality Form found in the tender pack via correspondence so that the TUPE information can be provided as soon as it is available.

The contract is subject to the following accreditations/licenses: SIA accreditation / NSI Gold / BS7958 / TEA2

Bidders must have a minimum annual turnover of £1million

Details of any conditions of participation can be found within the tender documents.

The use of Lots was considered for this procurement, but determined that it would not be feasible to split this contract.

This procurement is an Open procedure. Organisations wishing to take part in this project are invited to ‘express an interest’ and also ‘opt in’ which will give access to the full procurement documents in the e-tendering system. To access this opportunity please visit

in-tendhost.co.uk/supplyhertfordshire/… ↗

To be considered as a Tenderer you must complete and submit a Tender by the deadline on the portal. You will need to access the Social Value Portal as well to submit your Social Value offer by the same deadline.

Allow sufficient time to make your return, as Tender (and Social Value) submissions cannot be uploaded and submitted after this return deadline.

Where possible documents are to be uploaded as a PDF and file names should be succinct. Also please ensure all your CDP information is up to date and you provide the most up to date CDP Share Code as part of your submission.

Any questions relating to this procurement must be made via correspondence on the website prior to the deadline for clarifications, in accordance with the procurement documents, and can be addressed to the main contact as shown in the details above.

Stevenage Borough Council reserves the right to cancel the procurement and not to proceed with the contract at any stage of the procurement process. Neither Stevenage Borough Council nor any person on whose behalf of whom this procurement is undertaken is to be liable for any costs incurred by those expressing an interest or tendering for this contract.

  • The authority expects to re-tender this requirement around 1 Oct 2031, 23:59 BST.

What this means for your bid
  • Price carries 40 of 100 points: a 10% discount moves about 4 points. The method statement decides this lot, not the discount.
  • Turnover usually expected at this size: about £1,665,146 (twice the annual value).

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

Known Risk - Local Government Re-Organisation

The Council may be subject to reorganisation under legislation introduced in relation to

Local Government Reorganisation. In those circumstances there may be instances where

repetitious or duplicated agreements become difficult or burdensome to continue with. In

those circumstances, the contract that tenderers enter into will be subject to a provision
