Published description of the framework
Call-Off Contracts – Buyers can award contracts under the framework, either through direct award (where applicable) or further competition among framework Participants. If a call-off contract is through a direct award, then the Buyer needs to ensure that as an organisation, all internal financial procedures are followed.
Lots and requirements (3)Procurement structure
3 lots · all with a published value · a supplier may bid for at most 1 and win at most 1 of them · same conditions of participation on every lot · same evaluation weights on every lotEvery one of these 2 lots carries the same published figure, £5,000,000: it is the framework's maximum for the whole notice, not each lot's own budget, and no share per lot is published. The cards below say ceiling above rather than repeat it.

- Economic & financial standing
In order to facilitate the Authority's assessment of a Participant's economic and financial standing, we would look to ensure that all bidders have a liquidity ratio of over 1. To get this ratio, please provide the following calculation, using figures from your most recent audited accounts.
Liquidity Ratio = Current Assets ÷ Current Liabilities.
A liquidity ratio of 1 or greater indicates that:
•The organisation has sufficient short term assets to meet its short term liabilities
•The organisation is financially stable in the near term
•The risk of cash flow related service disruption is reduced
This assessment is intended to establish basic financial resilience, not overall profitability or long term viability.

- Price carries 40 of 100 points: a 10% discount moves about 4 points. The method statement decides this lot, not the discount.
- “Security & Cleaning Services” is a framework: the contest is a place on its panel, not a single contract: call-offs may be direct or by further competition.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
