HGV Skills Bootcamps
The Learning Organisation shall deliver an industry-recognised HGV Driver Skills Bootcamp designed to support individuals to gain the skills, knowledge and licences required to enter employment within the logistics, transport and freight sectors. The programme must respond to identified workforce shortages across South Yorkshire and support employers experiencing recruitment challenges in securing qualified HGV drivers.
Provision must include all elements necessary for learners to achieve the appropriate HGV licence category either C or C&E relevant to employer demand, alongside practical driving instruction, Driver Certificate of Professional Competence (CPC) requirements where applicable, employability support, and preparation for employment within the sector.
The programme should be designed in collaboration with employers to ensure training reflects current industry requirements and provides a clear route into sustainable employment or career progression. Providers will be expected to demonstrate existing or planned employer partnerships that will support interviews, work-related activity, guaranteed interview opportunities, or direct recruitment outcomes.
The maximum funding available will be £3,500 per learner, inclusive of all training, assessment, testing, licence acquisition and associated delivery costs. Providers must clearly demonstrate value for money and ensure the proposed delivery model maximises learner achievement and employment outcomes.
Key outputs should include:
- Completion of an HGV Driver Skills Bootcamp.
- Achievement of the relevant HGV licence and associated qualifications.
- Progression into new employment, self-employment, increased responsibilities, or significant new duties within an existing role.
- Increased capacity within the South Yorkshire logistics and transport workforce.
- Employer engagement and recruitment activity aligned to local workforce needs.
- Technical & professional ability

The Learning Organisation shall deliver an industry-recognised PCV Driver Skills Bootcamp aimed at increasing the supply of qualified PCV drivers available to operators across South Yorkshire. The programme will support local transport priorities by addressing driver shortages and enabling PCV operators to recruit and retain skilled staff to support service delivery and network resilience.
Training must provide learners with the necessary skills, knowledge and licence acquisition required to become employment-ready PCV drivers. Programmes should incorporate practical driver training, licence attainment, customer service, passenger safety, disability awareness, safeguarding, and professional behaviours required to operate effectively within the public transport sector.
Providers must work closely with local PCV operators to ensure delivery is aligned to current recruitment requirements and that participants have access to interviews, recruitment pathways, work-related experiences, or direct employment opportunities upon completion.
The maximum funding available will be £3,500 per learner, inclusive of all training, licence acquisition, assessments, testing and associated delivery costs. Providers must evidence how proposed costs represent value for money whilst maintaining high-quality learner support and positive employment outcomes.

- Price carries 20 of 100 points: a 10% discount moves about 2 points. The method statement decides this lot, not the discount.
- Turnover usually expected: about £600,000 – ~£1,400,000 per lot (twice each lot's annual value).
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.
i
How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in Yorkshire and the Humber.
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners were registered outside the region where that award was delivered.
i
How long buyers here take to decide after bids close.
Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 31 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
The market share is a minimum: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Direct awards or one recorded bid are common here. Check the route before spending time on a bid.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
