- Change As a Lead Local Flood Authority (LLFA) for the area, section 19 (s19) of the Flood and Water Management Act (FWMA) 2010 places a statutory duty on The Council to investigate flooding incidents in their area. This requirement was triggered by the flood event in July 2021 and therefore we need to undertake the s19 investigation., Need for additional works, services or supplies by the original contractor/concessionaire: Proceeding with the contract variation will ensure the Council meets its statutory duty as an LLFA to undertake a s19 investigation under S19 of the FWMA 2010. Were the Council to fail to meet its statutory the FWMA 2010, this would result significant inconvenience.
